The development needs a big draw - I appreciate the developer's efforts to support small local businesses, but there is not anything to draw anyone in unless they are already there. A well-known restaurant (Mi Cocina, Luna de Noche, Corner Bakery, Tin Star) and/or well-known retail (Gap, Banana R, Pottery Barn) and/or Whole Foods, Trader Joes, etc. The developer appears to want a specific client, but is not providing the retail and restaurants he needs to attract those clients. The retail stores seem to be 'hobbies' for the owners, not businesses being run to make a living. Again, there is nothing to draw people in - the Starbucks is great and the effort to support small businesses is kind, but not realistic in suburban McKinney. Once you have your cup of coffee, you leave - what else it there to do? Buy $40 socks and walk an undeveloped site?
