Future Adriatica Information Center

Work has once again commenced on the parking garage

There is alot of action going on in Adriatica. It looks like the project is starting to move forward again. The new building next to Dr. Buchanan's office is moving along at a quick pace, and the new information center on the water next to the Bella Donna Chapel is under construction. My understanding is that the two sides of the parking garage that are to be "wrapped" are being worked on. I am not sure if this will be structures, or plants or vines, which were part of the plan years ago. There appears to be some site work next to the information center, possiblty for another building of some sort.

There appears to be a new breath of air at Adriatica. I have learned that the former space occupied by True Rumors and PBJ Clothiers is currentlly being retrofitted for an attorneys office. I am sure that we all would have liked another restaurant, but it is good to see they space occupied. Below are a few pics of a new waterfront home being built by George Fuller and it looks incredible; I really like the second floor pergola that will offer a great view of Stonebridge Lake. Other pics include new signage going up across the development as well as two townhomes that remain for sale.

Well, not much has been going on in Adriatica for quite a while. I hope to update more often. The only thing I have noticed is that it appears that two new homes are being built in the Harbor District. Cavalli's Pizza is a huge success, and continues to draw crowds. I could live on the focaccia bread alone!

The pizza was superb! We had the New Yorker and the Margherita. The crust is very thin and crispy as well as chewy. This evening we were offered complimentary wine which was a great bonus. The meeting this evening was nearly a full house at the Stonebridge Ranch Country Club. Jeff Blackard and George Fuller lead the meeting. The main topic of this meeting was the proposed zoning change request that is being requested for the "age restricted for lease condos". Blackard has equity partners that are very interested in what is high end residential condos for Seniors. Those attending the meeting had mixed emotions of the project ( some angry and some in agreement).

Blackard had mentioned that there was roughly $23 million in debt and that the annual debt service was close to $2,300,0000. Blackard and Fuller mentioned that they are possibly considering applying for funding through the government's HUD 221 4 D program.

Blackard is looking for the communities support in the zoning request. If they can make the proposed age restricted condos work, other projects will be more likely to succeed. They state that the P&Z meeting is October 12th and it goes in front of the City Council on November 2nd.

It is evident that Adriatica is Blackard's dream project and that is in it for the long haul. He did mention that the pressure and stress that this fight has brought him is getting to him and he is not up for a fight. I am a strong advocate of this project and want to see it complete. If we don't stand behind Blackard's vision and help this project succeed, the consequences could result in this prime real estate being sold off and becoming the home to a big box retailers and pad sites being sold off to fast food restaurants.

I believe that there are those out there who ignore the current economic environment and the lack of money available from the lending institutions and want this project to be complete overnight. If you want to keep the vision of Adriatica alive, please show your support at the P&Z meetings.

If you have driven by Adriatica lately, you may have noticed that the Kastel Building has scaffolding in the front and back. You can see that the former balconies are being ripped down. I spoke to a person that told me that there was possibly a violation of the building code and that the balconies must be removed. If this is truly the case, I can't confirm, but it will be a shame to lose the balconies. On another note I was told that there is a wedding taking place in the Bella Donna Chapel today ( whose is it?), and it appears that the chapel is being prepared with trees, plants, and flowers. What a great place for a wedding!

Following is an update on the Adriatica zoning case, which was submitted on Thursday, September 9, 2010. This information replaces the information I had sent on August 27. I now have a copy of the actual submission and it is attached.

On Tuesday, September 21, 6:45PM-9:30PM, Stonebridge Country Club, there will be an open meeting to discuss this zoning request. Don Rucker, Manager of the Stonebridge Country Club has graciously offered the second floor of the facility for this meeting. (P.S. the 'members bar' and a cash bar will be open on the second floor).

This meeting will be open to all who have an interest in Adriatica. Questions may be submitted from the floor, however, if you have questions and wish to submit them in advance, I will provide all input to Mr. Blackard so he may better prepare. Again, this is not necessary, but may be a bit helpful.

As you know, 99.9% of my Neighborhood Updates are 'as a reporter' reporting only what I believe to be happening, whether or not I agree with it. With this case, I would like to offer some personal feelings:

· I have been 'associated' with this project since 2002. My first Neighborhood Update to address this was dated June 20, 2003:

As many of you know, I am retired (since 2002) and live in Stonebridge Ranch with my wife Pat as well as my two daughters, sons-in-law and five grandchildren. I have no intention of running for public office. I owe $$ to nobody. I do not plan to work again. I can say what I want and often do.

I DO care about McKinney and want McKinney to continue to be where I will live out my days. Closer in, I care about Stonebridge Ranch because that is where I live, my family lives and lots of friends and neighbors live.

My drive and involvement in Adriatica is to make McKinney/Collin County/Stonebridge Area a better place to live and this project is definitely good for all of the above.

Through the years, I have gotten to know Jeff Blackard and consider him a friend and someone who shares my base values: Christian values including honesty, caring for our neighbor and valuing $$ only as $$ support the above. I know him to be forthright and someone we can depend on to do what he says. I keep in mind that conditions change and we must adapt to changes (not our base Christian values which remain constant), thus an ever-changing plan for what we will do next. I learned at a young age about changing as conditions dictate when I worked for (the old) AT&T as one who planned AT&T's intercity network (then a 20-year plan).

I like what has happened thus far in Adriatica. I am only sorry it isn't progressing faster. I want to spend $$ in McKinney, supporting my City and School District. However, I also like visiting and strolling around The Shops At Legacy and Watters Crossing as well as visiting restaurants and shopping there. I hope soon to be doing this in Adriatica, downtown McKinney and Craig Ranch (entirely - - or almost so).

Now, a couple of statements that 'surprised' me as I began to think about this zoning case:

It did not surprise me that multi-family gets a knee-jerk negative reaction from me. I have heard more negative than positive about multi-family.

It did not surprise me that I know friends who live in multi-family (anything not single-family) residences that are quite nice.

It DID surprise me to know that I felt 'good' while walking in St. Mark's Square in Venice, not knowing (or really caring) about whether the residences lining the square were owned, rented, leased, etc! I really did not care. They appeared quite nice to me. I experienced the same feeling along many streets in villages in Europe. (Different from Europe, I understand an HOA will be established for residences within Adriatica.)

Another 'surprise' was thinking about businesses, particularly restaurants. I know of a few very nice restaurants in strip centers. Generally, I know of them through friends. Just 'dropping in' to a restaurant in a strip center is not something I would normally do. That same 'nice strip center restaurant,' if located in 'an Adriatica' - now that's another case! I would drop in. I guess that is just my mindset. Is it yours?

Another 'surprise' was thinking about the guidelines we have (zoning, ordinances, special use requests, etc.) for construction within Stonebridge/McKinney. In a discussion with Jeff Blackard, we talked about 'who can do what.'

A palate of paints in my hands would have done something much different that what was done in Michelangelo's hands in the Sistine Chapel!

Stonebriar in Frisco was developed as a showcase development long before Frisco had the 'refined' set of ordinances it has today.

As a city grows, it becomes more 'refined' and restrictive (though, out of necessity) through ordinances, etc. which pertain to all.

Generally speaking, a lot of trust is required, along with ordinances, etc., to allow a developer/builder to build his/her creation.

Jeff Blackard has 'walked his talk' in creating the 'picture he painted' of this Croatian Village within the heart of Stonebridge Ranch/McKinney. Trust has been exhibited and earned!

I join with all concerned in wanting Adriatica to be a great success and at the same time protecting our enjoyment of living here!

I have no details yet; however, there is a sign at Adriatica indicating that there will be a movie shown at the bell tower Sunday at dusk. I will update as I get more details.

"Join your families, friends and neighbors for a Movie at Dusk event on Sunday, Sept 5 at the Bell Tower in Adriatica. The movie "Up" will be shown outside, so bring a blanket and a picnic dinner at dusk. Popcorn and water will be provided by the LoveLife Foundation. No alcohol please."

Zoning Case:

This week, I met with Mr. Blackard (twice) in order to better understand the progress of construction in Adriatica. I learned that within the next 60-90 days, he anticipates filing a zoning case with the City of McKinney, requesting modifications to current zoning.

I took notes as he spoke and summarize those notes below in the 'what' and 'why' regarding this zoning request. My notes cannot capture the detail of the discussion, so he has agreed to address homeowners in an open 'town hall' forum. I agreed to coordinate that open meeting and will advise you of date/time/location as quickly as it is set.

What
- Allow some rooftops in the middle of Adriatica to go from 50 to 70 feet. This will allow for a more pleasing overall roofline for all of Adriatica. This will also accommodate more residential units, addressed below.
- Allow two pedestrian bridges over public roadways in the heart of Adriatica (Mediterranean Dr & Adriatic Pkwy).
- Add Farmers Market uses within the list of permitted uses.
- Increase the permitted number of condominium/loft and townhouse residential units from 285 to 700. This includes 250 age-restricted (55 years and older) and 400 typical residences.
- Allow some additional number of residential units on the ground floor of certain buildings (particularly for age-restricted units).
- Reduce the amount of commercial construction required prior to the building of residential construction.
- Allow off-site signage for Farmers Market

Why
- Since early-2009, financing has been real difficult to find and the terms have been very unfavorable to borrowers. The US government now has a program that guarantees loans for multi-family construction. This is part of the 'Obama jobs program.'
- In McKinney, 'multi-family' is defined as residential construction for other than single-family units. This includes apartments, condos, lofts, etc., whether owned, leased or rented.
- Adriatica construction must begin moving at a faster pace and this can be achieved with the government guaranteed loans. All multi-family units will be 'market rate' (actually above market rate). The government secured financing is for developer/builder and not available to purchasers of the residential units.
- All multi-family residential units within Adriatica will be individually metered for utilities and planned for purchase. However, in the near-term, a number of units will be available for lease.
- Recent studies indicate that the previously planned commercial construction exceeds what can be supported by the population in Adriatica's study area.
- The success of this Village is dependent on life and activity within the village.

After driving by the Con Queso Mexican Restaurant on Hwy 380 near Lake Forest since it opened months ago, we decided to give it a try. The external appearance and signage leads you to believe that it may be a fast food joint; but it isn't! I will go out on a limb and say that this is some of the best Mexican I have had in the area...truly. It is a casual atmosphere, has a bar as well as boothes and tables. Our server was very friendly, and even poured a little Sangria into my margarita on the house!
We were greeted with three homemade salsas that were great (and spicy). The chips were served warm. I had the chicken enchiladas with the red sauce that was incredible and very spicy. The rice was very tasty. It is great to have a good mexican restaurant close to the Stonebridge Ranch area. This is a homerun, and it will be on my weekly dining spots!
This is the owners first restauant, which was quite a surprise; and the wife spoke with us for quite a while, and was very friendly to our daughter. Give this place a try before the secret is out!

If you are a fan of automobiles, and especially exotics and muscle cars, the monthly car meeting of Cars and Coffee is being held today at the BMW dealer located at SpringCreek and the Dallas North Tollway. It begins at 8 am and ends at 12 pm. This is a great showing of autos that range from classics to million dollar Bugattis. You can view the website and directions here.

Italian Garden Restaurant McKinney

If you have not had the chance to try the new Italian Garden Restaurant, I suggest that you do so. I have driven by the place several times and there always seems to be alot of cars in the lot. This is in the old Hoggys BBQ location near the intersection of Virginia and Custer Road, in the same retail strip by Home Depot. When we arrived it was relatively busy, and by the time we left it was a full house. The complimentary garlics rolls were good, and the Chicken Parmesan was outstanding. The wait staff was friendly and tentative. If you go to their website and go to the Contact Us page there is a coupon for a free appetizer or 15% off your bill. I would give this restaurant a 4.5 star rating out of 5.

If you in the McKinney area and are looking for great BBQ, there is a guy that sets up every weekend at the Home Depot at Virginia and Custer. I have only been there twice and don't know of any set hours, but he sets up his mobile smoker and has ribs, brisket, hot links, and chicken. The prices are comparable to a BBQ restaurant, but something about that meat coming right of the smoker and on your plate is extra delicious! If you run into him, give it a try.
